Driven by key initiatives such as Lincolnshire’s Local Enterprise Partnership (LEP) and the Midlands Engine for growth, which are driving inward investment and acting as a catalyst for economic progression across a number of sectors, the region is thriving and is being anchored as an area celebrated for its agriculture, education, manufacturing and visitor economy. Midlands contractor G F Tomlinson is a partner of Scape, the UK’s leading public sector procurement authority, and has a place on the Scape Regional Construction framework, a direct award framework that drives collaboration, efficiency, time and cost savings. Having played a key part in progressing a number of major commercial and public sector developments on the Scape Regional Construction framework over the last five years, G F Tomlinson has injected over £15 million into the local economy, which has been spent with Lincolnshire-based supply chain partners. The company has also created social value of over £5.3 million within Lincolnshire in the last three years alone, through various county projects across four investment areas – employment, training and skills, sustainable procurement, environmental protection and enhancement and community support. Chris Flint, Director of G F Tomlinson, reflects on the region and how it has become an area of vast regeneration and growth. He discusses the significant works the contractor has delivered on the Scape Regional Construction framework which have contributed to the region’s economic growth, as well as new projects now progressing. Why is G F Tomlinson’s work with Scape so important, particularly in Lincolnshire? We are honoured to be a trusted construction delivery partner of Scape for over 15 years. Through our work on the Scape Regional Construction framework, we are able to interface with all involved local authorities, from town and district councils, through to the county councils - which enables timely communication and information sharing – and we have created millions of pounds worth of social value which is ploughed back into the Lincolnshire economy. An achievement of which we are very proud. What projects have you delivered in the county? G F Tomlinson has worked heavily in the vibrant town of Skegness on both community and business led developments. Works we have delivered include the £1.6 million Tower Gardens Community Building - which won the ‘Leisure’ category at the 2020 RICS Social Impact awards, the ‘Regeneration Project of the Year’ at the 2020 Insider Property & Construction Awards and was a finalist at the East Midlands Constructing Excellence 2021 awards, in the ‘Integration and Collaborative Working’ category. We are proud to be building award- winning projects on the Scape Regional Construction framework, it’s such a great accolade for all involved. On Tower Gardens, the work involved the design and construction of the new building for Skegness Town Council. We demolished and transformed the disused existing pavilion into a mixed-use community building. The development features a multi-purpose function room and event space, a changing places hygiene suite, council offices and a café. The new facilities are being enjoyed by the local community and tourists alike and is part of the council’s ambition to transform Skegness into an inclusive environment and workplace, as well as an exciting place to visit. Further works undertaken by the contractor in the town included road diversions and resurfacing and the widening of the footpaths along Tower Esplanade as part of the £900,000 pedestrianisation and flood alleviation of the area. G F Tomlinson has also recently completed the infrastructure works for a new 31-hectare Skegness Business Park for Lincolnshire County Council, valued at £1,475,000. To view a video of drone footage of all three Skegness schemes visit: www.gftomlinson.co.uk/overview-video Just up the coast, G F Tomlinson delivered the demolition of the dated colonnade structure at Sutton on Sea, for East Lindsey District Council to facilitate the future construction of the replacement building. The contractor worked closely with the Environment Agency to ensure compliance with its strict rules of working on and adjacent to a flood defence structure. Does your work include education projects? Building on the education sector in the region, G F Tomlinson has delivered over £8.5 million worth of works for the University of Lincoln, via the Scape Regional Construction framework and its predecessor EMPAii, including most recently £5.2 million on three schemes at its Riseholme Campus. Works at the campus involved the refurbishment of the existing equestrian centre and dairy farm, along with the refurbishment of the Grade II listed Old Hall and Plowright buildings, modernising and reorienting the internal spaces to provide greater flexibility for use. Urban regeneration is happening across our region, what are some of the projects you’ve worked on in the area? Urban regeneration plays a key role in towns and cities across the country. In Lincolnshire, G F Tomlinson completed works in Grantham for South Kesteven District Council’s flagship development of a new multi-screen Savoy Cinema back in 2019, part of the town’s regeneration plans, all through the Scape Regional Construction framework. And local authority work? Another pivotal development in the county procured by G F Tomlinson through the EMPAii framework was four new Waste Transfer Stations for Lincolnshire County Council. The council needed to transform and modernise how it disposed of household waste and the project required four new waste transfer stations around the county to replace the old method of landfilling. The new stations were built in Grantham, Boston, Sleaford and Gainsborough. Why do you think Lincolnshire is now such a powerhouse in the East Midlands in terms of inward investment and construction? Lincolnshire is now recognised as one of the fastest growing counties in the UK, with a top 150 university in the world, a thriving and expanding new agriculture food technology centre, and with the recent announcement on Free Ports Status for the Humber bank as well as a £180 million investment from the Towns Fund, Lincolnshire has a very bright future and G F Tomlinson is well placed to support the region in the delivery of the opportunities that will come from this. Property and construction professionals gathered at Trent Bridge Cricket Ground to recognise and celebrate those behind the changing landscape of our region and reward the very best companies, teams, and individuals. The event began with complementary drinks, canapés and the opportunity to network with many of the region’s industry leaders. Opening remarks came from Michael Fisher, East Midlands Business Link editor, who then introduced keynote speaker Peter Swallow, Chair of Destination Chesterfield and Managing Director of Bolsterstone Group PLC. Peter spoke of the regeneration of Chesterfield, the more than £1 billion of construction projects being progressed, and the town’s resilience over the last 18 months. The first award of the evening was ‘Responsible Business’, sponsored by Press for Attention PR. Honourable mentions for the category included Horsman Construction and Harris Lamb. The ultimate winner however was revealed as G F Tomlinson. The ‘Deal of the Year’ award, sponsored by Hopkins Solicitors, followed, for which Mather Jamie, for the sale of a 17-acre site in Sutton Bonington, Chevin Homes, for the acquisition of the historic Milford Mills site in Derbyshire, and St James Securities, for the deal with Grainger for the BTR element of Becketwell, were finalists. Ultimately, Verdant Regeneration were named the winner, for the acquisition of the former Stanton Ironworks in Ilkeston. The third award of the night, sponsored by Sterling Commercial Finance, was ‘Residential Development of the Year’. Runners up were Rayner Davies Architects, for Clare Street, and nmcm, for Trent Bridge Quays (Phase 1). The winner of the category was Chevin Homes, for Chase Farm. Next up was the ‘Sustainable Development of the Year’ award, sponsored by Viridis Building Services. Honourable mentions included G F Tomlinson, for the Nottingham Castle transformation, and Henry Brothers for the MTIF Clifton Campus at Nottingham Trent University. The award went to the University of Lincoln and BAM Construction for Lincoln Medical School. The ‘Contractor of the Year’ award, sponsored by Cube Construction Consultants, followed. Cawarden scooped the award, beating out stiff competition from Wynbrook Ltd and Horsman Construction. The next award was the ‘Excellence in Winners revealed: The East Midlands Bricks Awards 2021 With the East Midlands Bricks Awards complete for another year, it is time to reflect on the event and reveal the evening’s winners. The runners up for this award included Space Park Leicester by Bowmer + Kirkland (owned by University of Leicester), the Centre of Excellence in Agri-food Technologies at the University of Lincoln, and the Skills and Education Hub, Bassetlaw, by Lindum Group (owned by Bassetlaw District Council). It was Lincoln Science & Innovation Park, however, that stole the award. The ‘Most Active Estate Agent’ category followed, sponsored by Blueprint Interiors. While Rushton Hickman and Wells McFarlane were honourable mentions, the award went to FHP Property Consultants. Next was the ‘Developer of the Year’ award, sponsored by Ward. G F Tomlinson, Stirlin, and Morgan Sindall Construction were named runners up for the category, which was ultimately won by St James Securities. The ‘Commercial Development of the Year’ award, sponsored by Frank Key, followed. Finalists for the category included J Tomlinson, for the Adams Building, Nottingham College, and Bowmer + Kirkland, for Space Park, Leicester. The winner of the award, however, was Henry Brothers, for MTIF Clifton Campus at Nottingham Trent University. The penultimate award of the evening was ‘Architect of the Year’, sponsored by OMS. Finalists for the category were Haley Sharpe Design and Hawkins/Brown, with the winner named as Allan Joyce Architects. The final award of the evening, sponsored by Streets Chartered Accountants, was ‘Overall Winner’, which was scooped by G F Tomlinson.
