Derby City Council is preparing to enter a Planning Performance Agreement with Rolls-Royce to support the company’s proposed expansion at Raynesway. The move will give the planning authority a clear framework for managing the programme, setting out timelines, workloads, and the resources needed to oversee the planning process.
The proposal sits alongside Rolls-Royce Submarines Limited’s wider masterplan for the site, which is expected to generate significant economic activity for Derby. Councillor Shiraz Khan, Cabinet Member for Housing, Property and Regulatory Services, said, “Given the huge economic benefits that will result from this scheme, it makes sense for the Council to enter into this agreement with Rolls-Royce and work together to deliver the best results for the city we both call home.”
He continued, “The plans for the site are complex and their delivery will be resource intensive, however we will be able to recover the costs of additional staff from the financial contributions associated with the PPA.”
Funding from the agreement will cover three part-time roles in environmental health, planning, and planning support through to March 2031, ensuring the council can meet the demands of the programme. The arrangement builds on the authority’s existing paid pre-application service, providing tailored oversight for a project of this scale.
