Derby outlines long-term plan for housing and business growth

Derby City Council will present its new draft Local Plan, setting out development priorities from 2023 to 2043, for Cabinet approval ahead of public consultation.

The plan aims to manage the city’s growth over the next two decades by allocating land for housing, employment, and retail investment. Around 12,500 new homes are proposed within Derby’s boundary by 2043, with an additional requirement to be met through neighbouring authorities in South Derbyshire and Amber Valley.

Approximately 5,500 homes are planned for the city centre, supported by major developments in Littleover, Chaddesden, Spondon, and Mickleover. Adjustments to existing green wedge boundaries will introduce new ‘Green Gaps’ to preserve open space.

To support economic expansion, 130 hectares of land have been earmarked for employment use, with a focus on sites such as Infinity Park Derby. Retail growth in the city centre is a key component, aimed at boosting local trade and visitor footfall.

Councillor Shiraz Khan, Cabinet Member for Housing, Strategic Planning and Regulatory Services, said:

“This new Local Plan for Derby has been designed to address the needs of our city both now and for the future, and ensure we meet the targets set by the Government.

These documents are crucial for guiding our development, encouraging investment and economic growth, and implementing environmental protections. Therefore, the next step will be to consult on these proposals to ensure they meet local needs.”

The draft has been shaped by public feedback gathered earlier in 2024. Further consultation is expected in early 2026 before submission to the government.

The plan integrates sustainability measures and updated heritage protections, including specific attention to the Darley Abbey Mills World Heritage Site and other historic assets across the city.
